How they are to promote it is by staying out the way and not running private businesses out like Obama is doing right now, staying out of the way by letting people have their constitutional right to pursue their happiness (NOT taking it away by adding more and more taxes to the private sector), and NOT by taking away peoples homes and land with the highly unconstitutional method of imminent domain!

That said, I don’t how the government is supposed to “promote” the general welfare of it’s citizens by doing nothing. The word “promote” would indicate involvement and action. Read these documents in the context of the time they were written, please!

@Ps2Viper87 – The constitution says in the preamble that one of the reasons it was created was to promote the general welfare of the people. I think most would agree that helping the sick and injured is doing just that. But no, the word “mandate” is not specifically mentioned.
